Teodoro Pascua named IPOPHL director general on return to agency

Teodoro Pascua has been appointed director general of the Intellectual Property Office of the Philippines (IPOPHL) by president Ferdinand R. Marcos, Jr., marking his return to the agency after previously serving in a senior leadership role.
Pascua brings more than 15 years of senior public service experience. He served as deputy director general of the Technical Education and Skills Development Authority (TESDA) from 2010 to 2016, before becoming undersecretary for Consumer Protection Group at the Department of Trade and Industry (DTI) from 2016 to 2018.
In private practice, he was a partner at Yulo Aliling Pascua & Zuñiga Law Offices and also chaired the board of trustees of Wesleyan University – Philippines in Cabanatuan City.
At IPOPHL, Pascua previously served as deputy director general for policy and management services from 2018 to 2022. He oversaw three IPOPHL bureaus: Documentation, Information and Technology Transfer Bureau (DITTB), the Management Information Service (MIS), and the Financial Management and Administrative Service (FMAS). He also supervised the IP Academy, Policy and International Affairs Division and IP Enforcement Office.
In his new role, he is expected to build on the agency’s foundation, strengthen intellectual property protection, and support innovation and service delivery for stakeholders.
Outgoing acting director general Nathaniel S. Arevalo, who will resume his role as deputy director general, welcomed Pascua’s appointment and expressed confidence in his leadership.
