Ricardo Blancaflor, former Philippines justice department undersecretary, has taken over the reigns of the Intellectual Property Office of the Philippines following the retirement of former director-general Adrian Cristobal Jr.
While serving as undersecretary at the Department of Justice, he chaired the Inter Agency Council Against Trafficking. During his term as chair, the first human trafficking case was filed abroad against a Singaporean recruiter, and four convictions involving human trafficking were made. He set up several task forces in Cebu, Davao, Clark and Zamboanga to effectively curtail trafficking passing through those cities and was instrumental in the promulgation of the Implementing Rules and Regulations (IRR) of the Organ Trafficking Act.
