Public consultation on AI’s impact on copyright, patent in Singapore ongoing

A public consultation on the impact of AI on copyrights and patents is ongoing in Singapore.
The Ministry of Law and the Intellectual Property Office of Singapore launched the public consultation on August 26, 2026 at the Global Forum on Intellectual Property during Singapore IP Week held from August 26 to 27 at Marina Bay Sands Expo and Convention Centre.
Part II of the consultation paper titled Public Consultation on Artificial Intelligence and Singapore’s Intellectual Property Regime reads: “This consultation focuses on copyright and patents, where AI raises the most immediate policy questions. Copyright law has been at the centre of global litigation and debate over AI training, AI-generated output and human authorship. Patent law faces questions about how human contribution should be assessed where AI is used to generate, evaluate or refine technical solutions, and how AI-generated disclosures should be treated as prior art.”
More specifically, the public consultation focuses on three areas for copyright and two areas for patents. These are:
Copyright
- How to foster greater certainty and accountability in AI training
- Copyright risk management in AI deployment and use
- The nature of human creativity in AI-assisted works
Patents
- How existing inventorship principles should apply across the spectrum of human-AI interactions in the inventive process
- How the large-scale publication of AI-generated technical disclosures may affect the prior art landscape
