More Cyber Bullying Cases In Hong Kong

The number of cyber bullying cases is increasing in Hong Kong and the Office of the Privacy Commissioner is calling for a multi-pronged approach to the issue.
The office said there's been a five-fold increase in the number of cyber-bullying cases, from six in 2013 to 34 last year.
However, the Privacy Commissioner, Allan Chiang Yam-wang, told the Standard that most of these cases had to be dropped because of the office's inability to track the source of the bullying.
"Cyber bullying does not fall squarely within the privacy violation laws alone. It may involve criminal intimidation, intellectual property rights and defamation. So we need more avenues to address the problem," he said.
Overall there has seen a drop in complaints the office received -- five percent less than the 1,700 complaints it received in 2013.
Many of the complaints had to do with the use of unscrupulous tactics in direct marketing activities, as well as the leak of personal information on the internet.
