Japan unveils 2025 IP strategy to climb global innovation rankings

On June 3, 2025, the Japanese government approved its 2025 Intellectual Property Strategic Program, setting a goal to raise the country’s global innovation ranking from 13th to fourth by 2035.
The plan, adopted during a meeting of the Intellectual Property Strategy Headquarters chaired by prime minister Shigeru Ishiba, outlines the use of advanced digital technologies and international talent recruitment. It also presents a roadmap to better leverage Japan’s intellectual assets – including anime, manga and video games – to strengthen the country’s global competitiveness.
The strategy focuses on three core pillars: establishing legal frameworks suited to the artificial intelligence and digital era; positioning Japan as a leader in shaping international standards for emerging technologies, such as AI and quantum computing; and revitalizing regional economies through the promotion of Japan’s content industries.
Japan faces increasing pressure from both traditional innovation leaders and fast-rising regional competitors. In the 2024 Global Innovation Index published by the World Intellectual Property Organization, Japan ranked 13th, behind Switzerland, the United States, Singapore, South Korea and China.
As part of its broader economic strategy, the government has identified the content industry as a key driver of growth. According to The Japan Times, it aims to expand the overseas market for Japan-originated content to ¥20 trillion (US$139.7 billion) by 2033.
To support this goal, the government plans to designate about 200 locations across the country by 2033 as hubs for content-driven tourism. These sites, tied to popular films and anime, will promote local culture and cuisine while contributing to regional revitalization.
The strategy also includes measures to streamline intellectual property development and management through AI and other digital tools. Additional initiatives focus on attracting foreign professionals, supporting startups and enhancing international collaboration in the IP sector.
