Meta, Kazakhstan Authors’ Society sign licensing agreement on use of local music on social media

Meta and the Kazakhstan Authors’ Society (KazAK) signed an agreement in April 2025 following copyright issues associated with the use of Kazakhstani music by the locals in their Facebook and Instagram accounts.

In November 2024, Kazakhstani social media users lost access to local music on Meta platforms as licensing agreements between Meta and KazAK had expired.

“This removal was perceived as a significant setback for cultural representation and the rights of local artists. KazAK expressed disappointment over Meta's decision, highlighting the importance of fair compensation and cultural recognition for Kazakhstani creators,” said Riikka Palmos, trademark department director at Papula-Nevinpat in Helsinki. Papula-Nevinpat has a strong presence in Eurasia which includes Kazakhstan.

“The situation prompted negotiations between Meta and KazAK, supported by Kazakhstan's Ministry of Justice and Ministry of Culture and Information. These discussions aimed to restore access to Kazakh music on social media platforms and ensure that local artists receive appropriate royalties,” Palmos shared.

Valid for two years, the agreement allows Kazakhstan users to once again tap local music for their Facebook and Instagram posts, stories and reels. It includes strengthened reporting and distribution systems for fair and timely compensation to copyright owners.

According to Palmos, agreements between digital platforms and collective management organizations such as KazAK are crucial in the protection of creators' rights as well as cultural representation.

“They ensure that artists and composers receive fair compensation for the use of their works, safeguarding their intellectual property rights. Such agreements enable the inclusion of local music on global platforms, promoting cultural diversity and allowing users to engage with their national heritage,” she said.

Agreements are also important for legal compliance as they provide a legal framework for the use of copyrighted material such as musical compositions. This helps platforms avoid getting embroiled in legal disputes and ensures compliance with international copyright laws.

Fair licensing agreements also have an economic impact. “[They] contribute to the economic well-being of creators, encouraging the production of new works and supporting the creative industry,” said Palmos.
