As reported by the country’s top IP regulator, China ended 2023 with 860,000 intellectual property professionals.
During a press conference, Zhang Zhicheng, a representative of the China National Intellectual Property Administration, stated that more than 2,200 skilled workers worked in the designated IP protection centres, greatly enhancing IP protection capabilities. Over 30,000 professionals were involved in administrative management and enforcement of IP rights.
The nation has around 76,000 certified patent agents and 34,000 practising patent agents regarding IP applications. The efficient use of intellectual property assets was accelerated by the sharp increase in IP professionals working in businesses, academic institutions and research facilities.
About 270 talented people were taught to work as worldwide patent examiners on a global scale. China’s commitment to high-level international participation is further demonstrated by the selection of 119 specialists in foreign IP dispute settlement and over 150 instructors with expertise in international IP matters.
Increased efforts were also made to train key personnel in intellectual property protection in response to new trends, emphasizing resolving global IP conflicts and new fields such as big data and artificial intelligence.
The creation of remote IP courses is a continuous focus to increase the training options. The number of high-quality online courses released to date has reached 98, increasing the ongoing reach of training initiatives.
According to statistics, over 57,000 participants benefited from more than 250 IP training sessions organized since the start of the 14th Five-Year Plan period (2021-2025).
There are around 200 different IP research institutes in the country, which together make up a cohesive and cooperative network for IP research. A research team including over 6,000 specialists were developed by this network, offering vital assistance to local governments in their quest for well-informed policy decisions.
Regarding IP efforts, Beijing, Shanghai and Guangdong made notable progress in the establishment of talent clusters.
China leads the world with 24 science and technology clusters ranking in the top 100, according to the World Intellectual Property Organization’s (WIPO) Global Innovation Index 2023. The Shenzhen-Hong Kong-Guangzhou, Beijing and Shanghai-Suzhou clusters rank second, fourth and fifth, respectively.
