Uzbekistan advances draft law to streamline IP processes

The Legislative Chamber of the Oliy Majlis has passed a draft law in its second reading to streamline the registration processes for intellectual property goods. The effort is part of Uzbekistan’s ongoing large-scale reforms aimed at increasing public and industry knowledge of IP rights, removing unnecessary bureaucratic restrictions and improving administrative procedures for IP registration.
One of the important provisions of the draft law removes the requirement to provide proof of state fee payment when registering industrial property objects, making the application procedure simpler. The draft also includes a 10-day timeframe for ensuring the completeness and conformity of applications and documentation submitted for the registration of software and databases.
A key innovation is the automated issue of protection documents in electronic format, each with its own QR code. This step is intended to improve openness and accessibility in the registration process. Furthermore, the bill recommends shortening the timeframe for reviewing designations filed as geographical indicators or rights to use such names, from seven months to one month. In circumstances where state registration costs are not paid within the three-month term, the draft allows for a six-month extension, with an extra payment of 50 percent of the patent price.
A specialized working committee exhaustively considered recommendations from parliamentary factions and individual deputies while preparing the document for second reading. Consequently, the content of the bill was improved.
The adoption of this law will help to create an effective IP system that encourages economic growth and creativity, according to lawmakers. It will also increase legal protection for creative works, improving circumstances for writers and rights holders.
