Taiwan’s IP Experts 2026

Authorities in Taiwan are taking aim at intellectual property theft.

In a well-publicized case, in November 2025, Taiwan’s government launched an investigation into longtime TSMC executive Wei-jen Lo, who left the company in 2024 to work for US-based rival Intel. The government suspected that Lo had taken information about TSMC’s manufacturing process with him. Media reports state that a week after it announced the investigation, official’s raided Lo’s residence, taking computers and hard drives while a Taiwanese court approved the seizure of his stocks and real estate.

“The legal probe marked a milestone for Taiwan,” said reporting by London-based Resilience Media, which focusses on defense, national security, emerging technologies and startup innovation. “For the first time, Taiwanese prosecutors were invoking the country’s National Security Act to explore whether there was leakage of trade secrets, transforming what was once treated as a professionally-damaging civil matter into a severe, criminal investigation.”

The case is challenging because Intel, as one of TSMC’s chief competitors, is also close with the Trump administration, which acquired a 10 percent stake in Intel in 2025 as an effort to improve the standing of U.S. chip manufacturers. Pursuing the case is further complicated, Resilience Media notes, by the fact that the United States is Taiwan’s most important military backer, “and the last thing Taiwan wants to do,” writes Harry Saunders, “is make the Trump administration upset.”

“It’s just another case where Taiwan has to very carefully manage its tension with U.S. companies and the U.S. government,” Ming-yen Ho, a non-resident fellow at Taiwan’s government-funded DSET think tank, who has worked at TSMC, told Resilience Media.

In an in-depth story, the publication detailed cases that investigators have launched against alleged secret-stealing and talent-poaching. The biggest cases were not against Chinese companies, the publication noted, but against competitors in the United States and Japan.

As a bit of positive news, the Ministry of Economic Affairs’ Intellectual Property Office announced in August 2026 that green trademark applications accounted for 14.1 percent of all filings in Taiwan between 2016 and 2025, amounting to one in every seven trademark applications.

Energy conservation ranked as the largest category, accounting for 32.34 percent of all green trademark applications, followed by pollution control at 25.69 percent and energy products at 19.79 percent. The IP office said climate change-related trademark applications account for just 5.47 percent of all green filings, but that such filings increased more than 150 percent between 2024 and 2025. Taiwanese applicants accounted for 76% of green trademark applications.

It is against this dynamic backdrop that we turned to IP professionals in the region in order to understand better what clients need today. Asia IP asked a large number of professionals – mostly in-house counsel and corporate legal managers – what they were looking for from their legal service providers. From their answers, we have compiled our list of 50 Taiwan IP Experts, those lawyers who understand just what their clients need and are able to provide them with the best practical advice.

Taiwan’s legal market has shown signs of fragmentation; there is more than a smattering of new and upcoming firms represented on our list. In fact, an impressive 33 different firms placed at least one lawyer on the list, from small boutiques to global law firms.

Tsai, Lee & Chen placed four lawyers on the list (Candy K.Y. Chen, Crystal J. Chen, Victor S.C. Lee and Jesse K.Y. Peng), while Lee and Li (Hsiu-Ru Chien, Gloria Lu and Ruey-Sen Tsai), TIPLO (H.G. Chen, J.K. Lin and Johnny Yang) and Rich IP & Co. (Russell Horng, Jason Hung and Cross Liu) each placed three lawyers on the list.

Most of the lawyers named to our list have multiple practice specialties. Many of them are litigators, while others concentrate on prosecution work or provide strategic advice.

As part of this project, we turned to thousands of in-house counsel in Taiwan, China, elsewhere in Asia and around the world, and asked them to nominate private-practice lawyers, including foreign legal consultants, advisers and counsel.

The final list reflects the nominations received combined with the input of the editorial team at Asia IP, which has more than 55 years of collective experience in researching and understanding the legal market in Asia.

All private practice intellectual property lawyers working at law firms in Taiwan were eligible for inclusion in the nomination process; there were no fees or any other requirements for inclusion in the process.
